Phase 1: Research and Planning

  1. An exhaustive review of state, federal, and commercial activities in EMR planning and implementation, so as not to re-invent wheels and to ensure to the extent possible that Michigan's EMR will be compatible with (if not a model for) an emerging national standard.
  2. Assess the views and secure the commitment and support of stakeholders in visioning, goal/policy-setting, business planning and technical specification for the EMR.
  3. Fundraising.
  4. Planning.

Phase 2: Execution and Control:

  • Implement the pilot standard EMR at 4-5 sites
  • Statewide extension of the EMR pilot
  • Public awareness campaign
  • Provider education campaign
  • Practical assistance to providers in EMR financial analysis and implementation
  • Data aggregation, analysis, reporting
 
 
Assumptions
1.  

Selection of optimal technological architecture for privacy, security, and flexibility is paramount to public and institutional acceptance of a standardized EMR,

2.  

A broad and influential coalition of stakeholders representing the whole of the highly fragmented healthcare industry is prerequisite to the viability of a standardized EMR, and

3.  

Rapidly evolving technologies (such as the smart card and implanted ID chips) are likely to impact EMR development during the life of the project.
